PPRA closes FKF CHAN 2024 investigation as procurement claims fail to hold

After weeks of controversy, accusations, and growing tension within Kenyan football circles, the Public Procurement Regulatory Authority (PPRA) has officially closed its investigation into alleged procurement irregularities surrounding the CHAN 2024 insurance tender involving the Football Kenya Federation (FKF). The decision now marks a major turning point in one of the most talked-about administrative disputes in local football.

In an official letter dated June 22, 2026, PPRA Director General Patrick K. Wanjuki confirmed that the authority had reviewed the allegations raised by whistleblowers and several FKF NEC members concerning the award of the CHAN 2024 insurance cover to M/s Riskwell Insurance Brokers Limited. The accusations included claims of procurement irregularities, conflict of interest, and possible misuse of funds.

However, following FKF’s response and the authority’s review process, the PPRA concluded that it had no legal jurisdiction to continue pursuing the matter. According to the letter, the procurement process was conducted under CAF financial and procurement guidelines rather than Kenya’s Public Procurement and Asset Disposal Act.

FKF reportedly explained that the insurance arrangement was managed in strict adherence to CAF procedures and that no public funds from Parliament, county governments, or other Kenyan state institutions were involved in the transaction. The federation further argued that FIFA statutes discourage external interference in football matters unless officially requested.

One of the key findings highlighted in the PPRA response was that FKF does not fall under the classification of a public entity as defined under Kenya’s procurement laws. Because of this, the authority determined it lacked the mandate to proceed further with the investigation.

The letter effectively brings closure to a dispute that had created visible divisions within the football federation. The matter had been escalated after nine FKF NEC members together with a whistleblower formally petitioned PPRA to investigate the CHAN 2024 insurance tender process.

Copies of the response were also sent to the Principal Secretary in the Ministry of Youth Affairs, Creative Economy and Sports as well as FKF Vice President McDonald Mariga, underlining the significance of the issue within Kenyan football administration.

While FKF supporters may view the decision as a major relief for the federation, critics are likely to continue questioning transparency and governance standards within local football structures. Nevertheless, the PPRA’s position appears clear: without public funds being involved and with FKF operating outside the legal scope of the procurement act, the authority cannot continue its inquiry.

For now, the investigation is officially closed but the debate surrounding governance and accountability in Kenyan football is far from over.
