Ex-Kenya Museums boss Mzalendo Kibunjia, 3 others arrested in KSh490M ghost employees scandal

The EACC on Monday, April 15 arrested four suspects, including former Director General of National Museums of Kenya (NMK) Dr. Mzalendo Kibunjia, in connection with alleged embezzlement of KSh490 million.

The suspects who have been arrested by the Ethics and Anti-Corruption Commission (EACC) include; Dr. Kibunjia, Oliver Okinyi Rabuor – ICT Officer, Payroll section, Wycliffe Odhiambo Ongata – Accountant, Payroll Section and one Oscar Mwangi – Ghost Employee recruiter.

The anti-graft agency says investigations commenced after it received a report that the NMK officials were embezzling public funds through irregular payment of salaries to ghost employees, monies that were later transferred to senior officials.

“Upon conclusion of the investigations, the Commission submitted the file to the DPP who concurred with the Commission’s recommendations to charge the suspects,” EACC says in a statement seen by TV47 Digital.

Consequently, the DPP recommended the suspects be charged with five offences;

  1. Conspiracy to commit an offence of corruption,
  2. Abuse of Office,
  3. Unlawful acquisition of public property,
  4. Acquisition of proceeds of crime, and
  5. Financial misconduct.

The alleged offences were committed between Financial Year 2015/2016 and 2021/2022.

The suspects are currently in custody at Integrity Centre Police Station.

They will be arraigned before the Milimani Anti-Corruption Court on Tuesday, April 16 at 8:30 am.
