High Court finds CS Aden Duale in contempt over Laikipia Ebola quarantine facility

The High Court has found Health Cabinet Secretary Aden Duale in contempt of court for failing to comply with orders issued in relation to the Ebola quarantine facility in Laikipia County.

In a ruling delivered on Monday June 22, 2026, Justice Patricia Nyaundi held that Duale, listed as the second respondent in the case, had willfully disobeyed its directives, amounting to contempt of court.

The case was brought by the Katiba Institute through its lawyer, Malidzo Nyawa, who argued that the respondents had deliberately ignored the court’s orders. The court agreed, finding that the actions of the second respondent demonstrated a clear disregard for its authority.

As a result, the court directed Duale to personally appear before it on June 23, 2026, for mitigation ahead of sentencing.

The appearance will give the Cabinet Secretary an opportunity to address the court before a final decision is made on the appropriate sanctions for the contempt finding.

Duale is expected to appear before the court on Tuesday, after which the court will proceed with sentencing.
