The 11 Moi University projects under EACC’s radar; 4 council members summoned

The Ethics and Anti-Corruption Commission (EACC) has invited four Moi University Council members for interview and statement recording over alleged embezzlement of KSh2.2 billion through fraudulent infrastructure projects.

EACC North Rift Regional Manager Charles Rasugu says the four council members are expected at the Commission’s offices in Eldoret to answer questions regarding investigations into 11 projects, worth KSh2.2 billion,  undertaken by the university

“To facilitate the investigation, kindly facilitate the listed university council members to attend interview and statement recording in respect of the matters under investigation at EACC Eldoret office,” Rasugu says in a statement dated 19th November 2024.

Dr. Humphrey K. Njuguna, the chair of the Council will be the first to face a team of EACC investigators today (27th November 2024) at 9 am. Prof. Clara Samiji Momanyi, who is a member of the Council, will face the EACC team later at 2 pm.

On Thursday, November 28, Mr Charles Obiero — a representative of the Ministry of Education — will be grilled at 9 am, while Mr Isaac Memusi — a representative of the Treasury — will face the investigators later at 2 pm.

EACC says that 59 persons of interest — including Vice Chancellor Isaac Kosgey — have so far recorded their statements.

Moi University projects under probe

  1. MU/ONT/12/2023-2024: Proposed construction of School of Public Health, Dentistry and Nursing (PDN) 3rd and 4th floor and other related works at the College of Health Sciences – Builders work, (main contractors) at a contract sum of approximately KSh726,370,510.88.
  2. MU/ONT/13/2023-2024: Proposed construction of Library Phase II at Annex Campus to Builders & Associates Civil Engineering Works at a contract sum of approximately KSh1,110,321,795.00.
  3. MU/ONT/14/2023-2024: Proposed construction of School of Public Health, Dentistry and Nursing (PDN) 3rd and 4th floor and other related works at the College of Health Sciences – Electrical Installation Works, (sub-contractors) at a contract sum of approximately KSh148,000,000.
  4. MU/ONT/15/2023-2024: Proposed construction of School of Public Health, Dentistry and Nursing (PDN) 3rd and 4th floor and other related works at the College of Health Sciences – Plumbing, Drainage and Firefighting, (sub-contractors), a tender which became non- responsive.
  5. MU/ONT/16/2023-2024: Proposed construction of Library Phase II at Annex CampusElectrical Installation Works, (sub-contractors) at a contract sum of approximately KSh169,000,000.
  6. MU/ONT/17/2023-2024: Proposed construction of Library Phase II at Annex Campus- Plumbing, Drainage and Firefighting, (sub-contractors), a tender which became non responsive
  7. MU/ONT/18/2023-2024: Proposed construction of Library Phase II at Annex Campus- Mechanical, Ventilation and Air Conditioning Installation Works, (sub-contractors) at a contract sum of approximately KSh.35,967,192.00.
  8. MU/RFP/34/2016-2017- Request for proposal for design, preparation of bidding documents and construction supervision of Amphitheatre Building at main campus, Eldoret.
  9. MU/RFP/61/2020-2021-Request for proposal to procure consultancy services for the design review, tender documents and supervision of the proposed Digital Innovation Centre, ACE 11 PTRE Office Block, relocation of main gate and completion of workshop building.
  10. MU/RFP/26/2022-2023 – Proposal for consultancy services for re-designing, preparation of bidding documents and supervision of the completion of the School of Public Health, Dentistry and Nursing (PDN) 3 and 4th floor and related works.
  11. MU/RFP/06/2023-2024 Provision of consultancy services for designing, drawings, preparation of bidding documents and supervision of construction of Library Phase II at Annex Campus.

The outcome of the investigation will inform appropriate action against any persons found culpable, EACC says.
