Prime Cabinet Secretary Musalia Mudavadi has warned that organised criminal gangs could evolve into violent extremist and terrorist groups if their activities are not closely monitored.

Speaking in Nairobi during the launch of the Kenya Counter-Terrorism Hotline on Thursday, September 17, 2026, Mudavadi called for increased vigilance and cooperation between communities and security agencies.

“The growth of organized criminal gangs, including goons, calls for heightened vigilance and monitoring by communities and the security agencies,” Mudavadi said.

He warned that gangs involved in terrorising communities, undermining state institutions and threatening democratic processes could pose a wider security risk.

Mudavadi said the new hotline would provide Kenyans with a confidential channel to report suspected terrorism and extremist activities.

He clarified that the hotline is specifically for counter-terrorism reports and should not be used for general police complaints.

As Kenya prepares for the 2027 General Election, Mudavadi urged Kenyans to remain vigilant in public spaces and report suspicious activities.

“Security begins with you as an individual,” he said, adding, “Usalama unaanza na mimi.”

The hotline was launched through a partnership between Kenya, the United Kingdom and the United States.
