The cold-blooded murder of Dr. Victoria Nthunya Mutiso was meticously planned and involved three police officers, the Director of Criminal Investigations (DCI) Mohamed Amin has revealed.

Speaking to the press on Friday, August 7, DCI Amin said that investigations have identified IP Kenneth Kipkemboi Sang, the Officer-in-Charge of Nderi Police Post under Kikuyu Police Station, as the link person between the financiers of the said murder and the operational team, as well as the source of the murder weapon.

“Thorough analysis of the evidence has further established the identity of the officer who pulled the trigger. No. 91232 PC Elijah Kibelion Kimoi, attached to Karinde Police Post under Kikuyu Police Station, has been arrested. He is the individual identified as having fatally shot Dr. Mutiso,” Amin told journalists, reporting that officer Kipkemboi is currently on the run.

The DCI boss further revealed that investigations had forensically placed another police officer, PC Bett Kiplangat Collins of Thogoto Police Post, Kikuyu Police Station, at the scene. He is currently on the run.

“The involvement of these rogue officers represents a grave betrayal of the uniform and the public trust. The Directorate will pursue them with the full force of the law,” DCI Amin rued.

According to the investigating agency, sleuths working on the case visited Nderi Police Post and upon inspection of the armoury steel box, a Mini Jericho pistol, Serial Number KP 47302127, together with a magazine loaded with 12 rounds of 9 mm ammunition, was recovered among other station firearms.

A scrutiny of the Arms Movement Register, DCI Amin said, established that the firearm had been issued to IP Kenneth Kipkemboi Sang.

“The firearm was immediately subjected to comprehensive ballistic examination at the National Police Service Forensic Laboratory. The ballistic report has positively identified this Mini Jericho pistol as the murder weapon used in the fatal shooting of Dr. Victoria Nthunya Mutiso. The spent cartridges recovered from the scene and the bullet head recovered from the body during post-mortem examination match the test-fired specimens from this firearm.”

The DCI boss added: “Through the interrogation of key witnesses and a detailed analysis of evidence particulars of which cannot be fully disclosed at this stage due to the principle of sub judice, the matter currently being before the court investigators have established that the elimination of the victim was driven by a long-standing land dispute culminating in Civil Suit No. ELC/E111/2025 filed by Rose Mbithe Mulwa at Machakos Law Courts.

Dr Mutiso murder: Chronology of events…

The DCI boss laid down the chronology of events that led to the actual murder of the doctor.

According to witness accounts, an Uber driver, Victor Job Chunguli, received a ride request from Dr. Mutiso on the morning of July 29, 2026.

Chunguli would pick Dr. Mutiso up from Tanga Heights Apartment on Bamboo Lane off Riara Road, and was supposed to drop her at the Africa Institute of Mental and Brain Health located at Mawensi Garden, off Matumbato Road in Upper Hill.

At approximately 9:23 am, while in Mawensi Area, the vehicle came across a black Toyota Prado that had partly blocked the road.

“As the driver slowed down, loud gunshots were heard from the rear left side where the client was seated,” DCI Amin told journalists. “The driver saw a man wielding a pistol firing at Dr Mutiso. He sped off, avoiding the Prado, and drove directly to Kenyatta National Hospital seeking medical assistance.”

Tragically, Dr Mutiso was pronounced dead shortly after arrival. She had sustained three gunshot wounds, with the incident reported at Kilimani Police Station under OB No. 35/29/07/2026 at 11:24 am.

Immediately after the report, the DCI Kilimani initially handled the matter. On the same day, the investigations were taken over by the DCI’s Homicide Investigations Bureau, augmented by forensic experts from the National Police Forensic Laboratory, the Criminal Research and Intelligence Bureau, and other specialised teams.

According to the investigative agency, two spent cartridges were recovered from the scene, and one bullet head was later recovered during a post-mortem examination conducted on the body of the slain doctor. All exhibits were promptly forwarded to the National Police Service Forensic Laboratory for analysis.

Immediately upon taking over, the investigating team commenced intensive intelligence-led and forensic-led inquiries. DCI Amin says rigorous forensic analysis, detailed CCTV examination and intelligence-led operations rapidly led investigators to two key suspects: Daniel Mwangi Njoroge and Kelvin Ngugi Kinuthia.

According to investigators handling the case, Daniel Mwangi Njoroge has been established as a central organiser of the operation. He was the driver of the Land Cruiser Prado registration KDH 600A, which was used to block the Uber vehicle in which the victim was travelling immediately before the fatal shooting.

He allegedly coordinated logistics, facilitated the movement of the execution team and played a key organisational role in the conspiracy.

Two Toyota Prado vehicles, DCI Amin says, were used by the suspects to block the road and transport members of the execution team.

“Through CCTV surveillance, the vehicles were identified as KDE 400W and KDH 600A. The owner confirmed that both vehicles were hired out to Daniel Mwangi Njoroge on 27th July 2026 and returned on 30th July 2026. Tracking data placed the vehicles at the scene of the incident,” DCI Amin added.

Kelvin Ngugi Kinuthia has been identified as the rider who ferried the shooter to the scene. He has been forensically placed at the scene of the incident. The motorbike he used, registration number KMGZ 780D, has been impounded.

Upon interrogation of Daniel Mwangi Njoroge and Kelvin Ngugi Kinuthia, the evidence led investigators to the serving police officers who played critical roles in the conspiracy.
